Eligibility conditions:
The participating parties in the tender should comply with
the following requirements and copies of those documents should
also be enclosed along with the Technical Bid:
1. Should have valid trade license as well as PAN CARD;
2. Should have valid Sales Tax Clearance Certificate;
3. The manufacturer/principal Company must have their own service
centre in Kolkata for rendering service support directly;
4. Should provide certificate of satisfactory installation, usage
and after-sales-service (i.e. credentials) from the user
organizations (preferably Govt. organization);
5. The product configuration should be latest. No obsolete product
will be entertained;
6. Bidders will have to furnish a sum of Rs. 14,000/- as Earnest
Money Deposit (EMD) in the form of Bank Guarantee/Demand Draft
drawn in favour of the 'Director, National Library, Kolkata'
along with the Technical Bid. The Bank Guarantee/Demand Draft
should remain valid for a period of forty-five days beyond the
final bid validity period. The EMD will be forfeited, if the
bidder withdraws or amends, impairs or derogates from the tender
in any respect within the validity period of his tender. The
EMD of the successful bidder shall be refunded after the Performance
Security Deposit is furnished. If the successful bidder fails
to furnish the Performance Security Deposit, the EMD shall be
liable to be forfeited. The EMD of all unsuccessful bidders will
be returned as early as possible after the expiration of the
period of bid validity.
Technical Bid
The Specification of the said instrument is enclosed herewith
vide Annexure-I. However before submitting quotation,
the ALIO, Preservation of this Library can be consulted
for further clarification about specification, if necessary.
Financial Bid
1. Cost of the product inclusive of all taxes and other charges
(the applicable taxes and charges should be explained in detail);
2. Annual Maintenance charges with spares;
3. Period of warranty of the item.
Terms and Conditions

1. |
Tenders are required to be submitted in two bids viz, Technical
Bid and Financial Bid separately. Envelope marked 'A' shall contain
specification of the article under Technical Bid along with documents
as required in the Eligibility conditions and superscribed as
"Quotation for Technical Bid for supply/ procurement of
Paper Cutting machine". Envelope marked 'B' shall contain
information under the Financial Bid and superscribed as "Quotation
for Financial Bid-for supply/ procurement of Paper Cutting Machine".
These two envelopes duly sealed, shall be put in a Large Envelope
marked 'C' and superscribed as "Quotation for supply/ procurement
of Paper Cutting Machine" and addressed to the Director,
National Library, Belvedere, Alipore, Kolkata-27. |

Financial Bids of only the technically acceptable offers will
be opened for further evaluation. |

3. |
The tender shall be dropped in the designated box at the National
Library, Kolkata on or before 3.00 P. M. on 10-12-2007. |

4. |
The selected vendor will have to furnish a Performance Security
equivalent to 10% of the total consideration price in the form
of Bank Guarantee to be drawn in favour of the "Director,
National Library, Kolkata" which should be valid for a period
of sixty days beyond the date of completion of all contractual
obligations of the supplier including warranty obligations. The
desired Performance Security deposit should be tendered immediately
after receiving the confirmation about their selection from the
Library authority. The formal work order will be issued after
furnishing the required Performance Security Deposit and an Agreement
of Contract in the Non-judicial Stamp Paper, if it is considered
necessary. |

Price quoted shall be valid till 30-05-2008. Payment will be
made in Indian currency only after satisfactory installation
of the instrument and obviously in due course |

6. |
If the selected vendor is unable to complete the work/ installation
of the item within 30days satisfactorily from the date of issuing
of the Purchase Order, the National Library, Kolkata reserves
its right to select another bidder to accomplish such supply/
installation of the item. Any cost, damages, resulting out of
the same shall have to be borne by the selected agency. |

7. |
Tender submitted or received without tender number and within
due date in unsealed condition will be liable for rejection. |
|
8. |
Tenders (i.e. Technical Bid) will be opened at 4.00 P. M. on
10-12-2007 in presence of such tenderers or their authorized
representatives who wish to be present. |

9. |
No charges will be paid by the National Library for effecting
delivery, supply and installation of the item(s) at the National
Library, Kolkata. |

10. |
The Director, National Library, Kolkata reserves all rights to
accept or reject any bid without assigning any reason whatsoever. |
